[4.21] Detaching a CD-ROM drive - no "restart required" indication

      Description of problem:

      When detaching A CD ROM drive when a VM is running the "restart required" banner is not shown as the UI is not getting the indication for it through the diagnostics messages.

      Always

      Steps to Reproduce:

      1. Start a VM with an existing CD-ROM drive. 
2. Detach the drive.

      Actual results:

      "Restart required" banner is not shown. User is still able to access the detached drive until the VM is restarted.

      Expected results:

      "Restart required" banner should be displayed.
