Validate the stability, functionality, and readiness of CNV for production release through comprehensive automated testing across multiple tiers, teams, and infrastructure configurations.

Results in Summary:

1. Generate test report by AI via test result from Jenkins.
2. List the Test execution summary: Pass, Failed, Skipped rate
3. Summary the SIG status and pass rate
4. Target Metrics
5. Test brakdown by Tier and Team
6. Release Recommendation: Go or no Go, we'd like to see SIG pass rate >=95%, then Go
7. Summary for the feature we tested. 
8. Prompt the summary generator so it knows how we split tests to jobs (by skipping)
