BGP infra task is stuck: https://issues.redhat.com/browse/CNV-68970, that blocks us from having stable automated test runs, we can't use a manual special Jenkins job anymore (https://jenkins-csb-cnvqe-main.dno.corp.redhat.com/job/dev-test-pytest-cnv-4.20-network-ovn-dualstack-bgp/)

Need to investigate what can be done with CNV-68970, probably, we can help with it. 

UPDATE:
2 options will be considered in this spike (to avoid vlan tag dependency):
1) connect the external FRR pod directly into the main cluster NIC, not secondary (not sure any chance it will work, need to try)
2) try localnet scheme as it was proposed in the initial task (no guarantee it will work as well)
