Goal

Automatically attach a label to a PR where a test with a certain label is touched.
Actually entailed by GitHub issue: https://github.com/kubevirt/project-infra/issues/3879

User Stories

• quarantine label test changed -> attach quarantine label, outcome could be to run dequarantine lane
• release-blocker label test changed -> if quarantine label attached, then trigger release-blocker action
• any test that is sig-assigned receives the respective sig label
• conformance label test changed -> if conformance label changed, then add conformance-test-changed label
