Create presubmit CI job for ocp-virt-validation repo

      Create a presubmit job in openshift/release repo that will install ocp virtualization and run the self-validation tool for PRs for the repo ocp-virt-validation: to confirm that the change is not breaking the tool.

      Include it also on periodics for nightly cnv build.
