      Description of problem:

      The Edit NodeNetworkConfigurationPolicy form allows setting IPV4 with 2 mandatory fields (address, prefix length). However, it's possible to save changes without providing values for these fields, which causes issues with the Enactment States.

      Steps to Reproduce:

      1. Navigate to NodeNetworkConfigurationPolicy
      2. Click Edit on an existing policy
      3. Select IPV4 configuration
      4. Leave the mandatory fields (address, prefix length) empty
      5. Save the changes6. Enactment States show errors/issues 

      Actual results:

      Changes can be saved without values in mandatory IPV4 fields, causing Enactment State errors.

      Expected results:

      Form should validate mandatory fields and prevent saving if address or prefix length are not provided.
