It's possible to navigate to Project mapping step before completing Network definition. Clicking Create at this stage leads to an error.

1. Start creating a Virtual Machine Network
2. Skip/don't complete the Network definition step
3. Navigate to Project mapping step
4. Click Create button

Navigation is allowed, and clicking Create leads to an error.

User should not be able to proceed to Project mapping without completing Network definition, OR the Create button should validate all required fields.
