Better documentation concerning CPU hotplug

      Description of problem:

      
      One recurring problem that users of CNV encounter is what to expect when hotplugging a CPU.
      
      For instance, in windows it is not possible to hot-unplug a CPU because the operating system will never release it. Also, some OSes will auto-enable a hotplugged CPU, but others will not. This causes confusion about what to expect, and there is also no indication within KubeVirt about what will happen.
      
      This bug is about building a table of how OSes generally behave with respect to CPU hotplug.
