Unable to search VM by IP address in OCP console when select all projects

      Description of problem:

      Users are unable to search or list VMs by IP address when we select all projects.

      Version-Release number of selected component (if applicable):

          ocp 4.18

      Steps to Reproduce:

          1. Install ocp 4.18 
    2. Install OpenShift Virtualization operator
    3. create VM's in multiple projects 
    4. from the menu click on Virtual Machines > select all projects > Filter by > IP address > <search for any VM IP address>

      Actual results:

          no result

      Expected results:

          It should show only the VM which has that IP address
