[4.18] CDIDataImportCronOutdated alert health label should be none for users namespaces

      Description of problem:

      CDIDataImportCronOutdated alert health label should be none for users namespaces.

We need to split the alert to 2 alerts.
1. alerts for openshift-virtualization-os-images -> health label = warning
2. alerts for namespaces that are not openshift-virtualization-os-images ->  health label = none

      Version-Release number of selected component (if applicable):

       

      How reproducible:

       

      Steps to Reproduce:

      1. create an outdated DIC in user namespace and in openshift-virtualization-os-images namespace.
2. Check alerts - 1 should fire with warning health label and the other with none.
3.

      Actual results:

      Outdated user DICs in users namespaces caused the operator health to be degraded.

      Expected results:

      Outdated user DICs in users namespaces should not cause the operator health to become downgraded.
