[RFE] make "Show only projects with VirtualMachines" switch permanent

      Description of problem:

      When there're no user-created projects, checking "Show only projects with VirtualMachines" switch displays an empty tree, so we hid this switch. Now it's decided to show it always.

      always

      Steps to Reproduce:

      1. Login to cluster
2. Navigate to VirtualMachines page
3.

      Actual results:

      all projects are displayed in the treeview

      Expected results:

      only users' projects are displayed

      Additional info:

      "Show only projects with VirtualMachines" section disappeared
