      Description of problem:

      In Fleet Virtualization, go to catalog and selected another cluster other than local-cluster, try to create a VM is not possible, it says "not found"

      Steps to Reproduce:

      1. Have ACM installed and import another cluster into ACM
      2. Enable ACM flag in settings
      3. Go to Fleet Virtualization
      4. Go to catalog, create a VM in selected cluster, not local-cluster
      

      Actual results:

      cannot create the VM
      

      Expected results:

      VM is created in selected cluster
