Goal

This epic addresses the need to properly mark a small subset of conformance tests that require NMState to run successfully. The goal is to ensure that these tests are correctly identified, allowing tests that don't require nmstate to run successfully on environments where the nmstate operator is not installed.

https://github.com/RedHatQE/openshift-virtualization-tests/pull/1028 - selected tests for conformance added `# Not marked as `conformance`; requires NMState` on selected tests that failed because of it it is a very small subset (and some may require nmstate).

User Stories:

• As a QE engineer, I want to ensure that all conformance tests that require NMState are correctly marked so that they do not fail unexpectedly in environments without it.

Epic Goals:

• Identify the specific tests that require NMState.

• Add a new marker to these tests.

• Ensure the correct Jenkins lanes configuration to run the nmstate scenario and consider adding a new lane for non-nmstate scenarios if needed (for environment testing).
