"all-namespaces" is not found in Catalog -> Templates

      Description of problem:

      Try to create vm from Catalog -> Templates, the default project is "all-namespaces" and it cannot create vm from there.

      How reproducible:

      Steps to Reproduce:

      1. deploy a new cluster
2. create vm from Catalog -> Templates
3. select a template

      Actual results:

      namespaces "all-namespaces" not found

      Expected results:

      it can create vm from there without change project
