[Gating]Intermittent Jira access issues for RHSTOR-6566

      IUO Gating is reporting 'Error' state from time to time, with below exception:

requests.exceptions.HTTPError: 401 Client Error: Unauthorized for url: https://issues.redhat.com/rest/api/2/issue/RHSTOR-6566

      The RHSTOR-6566 is in the correct state and it can be accessed. For some reason, from time to time the job fails reporting that it cannot get authorized for accessing that Jira Card. The issue is not persistant as, in 4.19 for example, it was hit only 2 of 16 times (figures extracted from the gating report).
