When we create a vm using common instance types in s390x with 2disks(1 root disk+ 1 empty disk) is going to crashloop backoff state.

1. Create a new VM from InstanceType
2. Select Fedora and General Purpose
3. "Customize VirtualMachine" to add a second disk
4. Configuration -> Storage->"Add disk"->Empty disk
5. No changes to default and Save
6. Click on "Create VirtualMachine"
 

The vm is going to crashloopbackoff 

The vm successfully goes to running state.
