Description of problem:
When create a custom template and add ssh public key. Creating a VM from the template is error `secret <ssh secret name> already exist`
Version-Release number of selected component (if applicable):
OCP 4.18.15 with OpenShift Virtualization Operator 4.18.8
How reproducible:
100%
Steps to Reproduce:
1. clone template vm from rhel9 any flavor 2. add ssh public key to the custom template 3. try Create VM
Actual results:
`secret <ssh secret name> already exist`
Expected results:
create a VM successful without any error occur
