      Description of problem:

       Unable to delete the VM/VMI after the migration failed

      Version-Release number of selected component (if applicable):

      CNV 4.20

      How reproducible:

      Always

      Steps to Reproduce:

      1. Create a VM for cross cluster live migration
      2. Make the migration failed
      3. Try to delete the vm
      
      

      Actual results:

      The VM keeps in Terminating and the VMI can not be deleted as well

      Expected results:

      VM/VMI can be deleted normally even the migration is failed

      Additional info:

      w/a: delete the finalizer on the VMI and then VMI/VM can be deleted
