dev-preview channel in prod catalog is not updated - 4.99 points to an old build

      Description of problem:

      UI allows us to install CNV 4.99 from a dev-preview channel, 
but the latest build 4.99.0-0.1723448771 is almost a year old

      Version-Release number of selected component (if applicable):

      4.19 (and probably other versions as well)

      How reproducible:

      Always

      Steps to Reproduce:

      1. Install OCP 4.19
2. Go to UI, install OCP Virt from the dev-preview channel

      Actual results:

      Installed 4.99.0-0.1723448771 is almost a year old

      Expected results:

      Either install the latest 4.99 build,
Or remove the dev-preview channel from the prod catalog
