When there is a completed storage migration, do another one is blocked, it asks user to delete existing migration plan.

1. Do a storage migration and wait for it completes 2. Do another one 3.
Actual results:
An existing MigPlan for this namespace was found.
Expected results:
A completed MigPlan should not impact new migration
