[CNV] change in CPU value doesn't honour inside windows 11 VM in Openshift Virtualization.

      Description of problem:

      The CPU value is not getting updated or changed after editing the VM definition from Openshift Virtualization console. 
      The VM was created from instance type u series.

      How reproducible:

      Always:

      Steps to Reproduce:

      1. Create a VM using U series catalog instance type
      2. Shutdown VM 
      3. Edit the CPU and memory from the dropdown.
      4. After starting, open task manager and check CPU cores etc. 
      5. Memory gets updated without issue but CPU should also be able to update value. 

      Actual results:

      CPU doesn't change.

      Expected results:

      CPU numbers should reflect.
