Support subnets and excludeSubnets with UDN localnet

      Goal

      Allow localnet users with IPAM, so they don't have to run their own DHCP server, or manage IPs statically.

      Productize the existing subnets and excludeSubnets API in UDN localnet.

      User Stories

      • As a network administrator, I don't want to manage DHCP on my VLANs.
      • As a developer, I want my VMs to be assigned with a unique IP, without me having to manage the IP pools and assign IPs statically

      Non-Requirements

      • No need to further extend the API to support gateway or DNS configuration, those attributes have to be configured statically in the guest for now. Enhancement of that is tracked in CNV-63135
