Description of problem:
After CNV-64414, we completely blocked any upgrade path from v4.18 to v4.19, preventing users to upgrade to the most recent Y-stream
Version-Release number of selected component (if applicable):

How reproducible:
100%
Steps to Reproduce:
1. Try to perform an upgrade from v4.18 to v4.19
Actual results:
There is not the option to upgrade to v4.19, as there is no upgrade path
Expected results:
The user that is currently in v4.18 is able to select to upgrade from v4.18 directly to the v4.19 version that implements the fix of CNV-64414. The user that is currently in v4.19.0 is able to upgrade to the v4.19 version that implements the fix of CNV-64414
Additional info:
Due to CNV-64360, in order to prevent users from being affected by it, it was decided to remove temporarily the upgrade path to the affected version. Once the issue is fixed we should bring back the upgrade path directly to the fixed version so users are able to upgrade to that version.
