[4.18.14] Web UI constantly "flapping/refreshing" when accessing the VirtualMachine Details page

      Description of problem:

      When a user accesses the WebUI for Openshift Virtualization, the VM details page constantly refreshes, preventing the user from being able to manage the VM. The issue occurs once you click into a VM, and affects all sub tabs for the VM (configuration, yaml, etc) preventing the user from effectively managing the VM via the Web UI

      OCP 4.18.14
      CNV 4.18.3

      How reproducible:

      For the CU, 100%
      We have not been able to reproduce this in our lab

      Steps to Reproduce:

      From any browser:
      1. Go to the OCP Web UI
      2. Click "Virtualization -> VirtualMachines -> "VM name"
      3. The "overview" tab of the VM will constantly refresh, most noticeably when viewing the "Utilization" section 
      

      Actual results:

      This constant refresh prevents the VM from being managed. Another example of this issue is the "Configuration -> Storage" section of the VM. Due to the constant refresh, the user is unable to attach/detach any disks from the VM. 
      
      The same is true on the "yaml" tab, where the user cannot update the yaml due to the constant refresh of the screen. 

      Expected results:

      The screen should load fully, and not refresh/flap certain elements, so that the user can manage the VM

      Additional info:

      The case has multiple logs that we collected during a remote session. I will update the case with reference to this data.
