Release note TP to GA in 4.19.z estimated Aug 12th

Also review the Known Issues added in 4.19 and determine whether the issues are fixed or whether the known issue needs to remain in the release notes.

Because this is releasing in a z-stream, please add the release note to the Maintenance Releases section of the release notes. Create a heading:  Release 4.19.x (where x is the release number)

Add the TP to GA release note.
