As seen in the Openshift documentation, the table "Run strategy before and after virtctl commands" is not accurate. This has been tested and confirmed on Openshift Virtualization that the runStrategy does not change after a VM has been stopped. 

Docs should be changed to match the upstream kubevirt docs table shown in the link above.
