      NodeNetworkInterfaceDown alert firing for unused nic without the link

      Version-Release number of selected component (if applicable):

      kubevirt-hyperconverged-operator.v4.18.3

      How reproducible:

      everytime

      Steps to Reproduce:

      1. install ocp 4.17 with virtualization operator
2. attach unused interfaces to the worker 
3. upgrade to ocp 4.18

or 

1, attach new interface to the node do not attach cable to the interface 
2, reboot the baremetalhost

      Actual results:

      false positive alert for unconfigured interfaces

      Expected results:

      unconfigured interfaces will be ignored
