Grand plan - remove "special_infra” marker.
This task is the first step of this effort - add markers on tests, that are currently marked with the special_infra marker, that reflect the actual special infrastructure that is needed for this test, for example: An SR-IOV test should be added the `pytest.mark.sriov` marker (if it doesn't have it already).

• Ruth wants to eventually remove it
• In the meantime we should introduce specific markers, e.g. "sriov"

This means that currently we should not remove the special_infra marker yet. This will be done in a follow up task, after DevOps give their green-light that they can supply the clusters that support all the capabilities that were under this special_infra umbrella.
