      Description of problem:

VMI interfaces and their matching networks are not synced correctly when NICs are hot-plugged and then immediately hot-unplugged.

Version-Release number of selected component (if applicable):

      4.19

      How reproducible:

      100%

      Steps to Reproduce:

1.Create a VM with an interface connected to pod network using masquerade binding.
      2. Hotplug an interface to a secondary network using bridge binding.
      3. Mark the interface state as `absent`.

      Actual results:

The interface and its matching network will be removed from the VM, but not from the VMI.

      Expected results:

The interface and its matching network should be removed from both VM and VMI.
