Goal
As we will automatic quarantine the failure test cases, to help each SIG to monitor the quarantined test and time, we are going to add this info to ci-health page in https://github.com/kubevirt/ci-health/
User Stories
- As sig group, I would like to monitor my quarantined test: https://storage.googleapis.com/kubevirt-prow/reports/quarantined-tests/kubevirt/kubevirt/index.html in ci-health page.
- In ci-health page, we need to display: how many quarantined cases for SIG group total with time
e.g. Week 24 for quarantined cases status
