VIRTSTRAT-408 - Improve performance of I/O heavy workloads - databases

Goal
Provide an easy way for a user to change the multi-iothread tuning for an individual VM or temaplte. Currently you can only enable and tuning this capability through YAML. This should include reasonable default value (recommendation=4), and prevent invalid or harmful values to be set.
User Stories
- As a database administrator, I want enable multi-iothreading for my running VM to improve performance.
- As a database administrator, I want to set the multi-iothread capability in a VM template, to improve performance of any database created from it.
- As a database administrator, I want to set the multi-iothread capability in a custom instance type, to improve performance of any database created from it.
Non-Requirements
- This epic is about directly setting values, not creating us creating and distributing opinionated new template of instance types.
Notes
- Based on overall performance testing, a multi-iothread value of 4 is a good default.
- We should allow the user to choose other reasonalbe values, but should never be able to set the Vm to a value that would prevent the VM from starting.
