CPU and Memory Hotplug fails for running VMs after upgrade from 4.17.5 to 4.17.7

      Description of problem:

      After upgrading CNV from 4.17.5 to 4.17.7 cpu and memory hot plug does not appear to work for VMs which were currently running. If the VM which was failing hot plug is stopped and started, it begins to work.  Live Migrating the VM manually doesn't appear to work.

      CNV 4.17.7 (upgraded from 4.17.5)

      Steps to Reproduce:

      These are the steps the customer has done.  I'm trying to find an older environment to verify myself. 

      1) Running CNV version 4.17.5 and hot plug works for running VMs.
      2) Upgrade to CNV 4.17.7 and hot plug no longer works for VMI's that had been started prior to upgrade.
      3) If a VM which was failing hot plug is stopped/started, it works again.
      4) Live migrating the VM doesn't resolve the issue for memory hotplug, only stopping/starting the VM does. 
       

      Actual results:

      CPU and memory hotplug does not appear to function.  

      Expected results:

      CPU and memory hotplug functions correctly.
