Goal

Remove these two checkups from the product, while making sure QE can continue testing DPDK support.

User Stories

• The DPDK checkup was never GA'd. In fact, it cannot be GA'd due to its use of T-Rex (unavailable as an RPM). Despite this checkup was in the product for a while, we did not get any feedback about it and we are convinced it is not used.
• The DPDK checkup may be used by QE internally to verify DPDK support. We must make sure QE can continue using the checkup, or is given a viable alternative.
• The RT checkup never made it to a tech preview, so while we ship the artifacts, it is not available to customers, and we don't expect to have capacity to productize it any time soon.
