Currently OCP and CNV Must-Gathers only collect existing resources logs, which is insufficient since the resources that had the issue might have already be deleted and we will not be able to collect its logs.

We need to be able to collect the logs also for deleted logs.
This can be done from the logging stack if it is installed.
We need to see what can be done in cases like single node cluster or edge where the logging stack might not be installed.
