Openshift users should be able to move their already created VM's between different Openshift Clusters.

There can a number of reasons for wanting to move VM's

 - VM's need to be balanced between environments

 - VM's may no longer be needed in their current environment (but needed in another one)

 - Customer may wish to upgrade clusters, then migrate VM workload over once the upgrade is complete and tested successfully
