We don't test kubelet restart and it's effect on running VMs

      Description of problem:

      With the kubelet restart test dropped from tier-1 there is now no test coverage of this edge case that caused VM crashes in the past. To make sure there is no regression, we should either introduce this back to tier-3 or find a different owner for this test case
