Pagination on VM list page does not work

      Create enough VMs and go to VM list page, all VMs shows in the list.

      Steps to Reproduce:

      1. Create 30+ VMs
2. Set the pagination to 15 VMs per page
3. Go to VM list page

      Actual results:

      All VMs shows in the first page

      Expected results:

      Only 15 VMs shows in the first page
