In 4.19, there was a change in KubeVirt's default permissions: Project admins do not have the permissions to create VMIM objects (initiate a migration).

The NIC hotplug / hotunplug feature depends on manually migrating the VM following the spec changes.

Add a note to https://docs.openshift.com/container-platform/4.18/virt/vm_networking/virt-hot-plugging-network-interfaces.html stating that in order to perform hotplug / unplug, the user should have permissions to create and list VirtualMachineInstanceMigration objects.
