Remove RESTErrorsHigh alerts

      RESTErrorsHigh alerts are not helpful.
      In case we have an actual issue we will get the RESTErrorBurst alert.

      In case we want to track a case of flapping issue we can create separate alerts for that specific use case.

      For now we should remove the VirtHandlerRESTErrorsHigh, VirtOperatorRESTErrorsHigh, VirtAPIRESTErrorsHigh and VirtControllerRESTErrorsHigh, since current implementation is not specific, alert is firing occasiionally in upgardae when it shouldn't and is not actionable.

      Please also backport to 4.17,4.18 and 4.19. Clone this story for the relevant backports.
