Projects not displayed in tree view for non-admin users

      Projects aren't visible in the tree view when logged in as a non-admin user.

      Steps to Reproduce:

      1. Log in as a non-admin user
2. Create a project (optional)
3. Navigate to the VirtualMachines page

      Actual results:

      No projects are displayed

      Expected results:

      User-accessible projects are displayed
