Currently when creating a VMSnapshot and the vm volumes are not bound yet, the snapshot will complete successfully by skipping the unbound volumes, possibly resulting in a snapshot with no storage which can result if restoring from it a non-runnable VM, or even worst VM with data volume that points to the same dv as another VM.

We shouldn't allow the snapshot to start before having all the volumes existing and bound.
