      If you perform storage class migration for a stopped VM, the VM might not be able to start because of a missing bootable device. To prevent this, do not attempt storage class migration if the VM is not running. (CNV-55104)

      Description of problem:

      Failed to load boot when starting a stopped VM after storage migration

      CNV-v4.18.0.rhel9-694

      How reproducible:

      Always

      Steps to Reproduce:

      1. Login Openshift UI and Create a VM with ocs-storagecluster-ceph-rbd-virtualization storage class
      2. Stop the VM 
      3. Go to Virtualization -> VirtualMachines 
      4. Click the menu Migrate ->Storage “Migrate VirtualMachine storage to a different StorageClass”, migrate to ocs-storagecluster-ceph-rbd storage class 
      5. Wait till the migration completed 
      6. Start the VM 

      Actual results:

      The VM can be running ,but failed to load boot in the VM console, the screenshot attached. 

      Expected results:

      VM can be booted successfully
