VM crashes when qemu version is greater or equal qemu-kvm-9.1.0-8.el9

      Description of problem:

      VM keep rebooting when upgrading qemu-kvm to qemu-kvm-9.1.0-8.el9

      Version-Release number of selected component (if applicable):

      qemu-kvm-9.1.0-8.el9 or greater
libvirt-10.10.0-3.el9.x86_64

      How reproducible:

      100%

      Steps to Reproduce:

      1. Upgrade libvirt and qemu to latest rhel9.6 versions.
2. Create a VM and check the status.

      Actual results:

      The VM keeps rebooting.

      Expected results:

      The VM should start successfully.

      Additional info:

      The issue doesn't occur when qemu is less than qemu-kvm-9.1.0-8.el9 .
