Description of problem:
In one of the latest 4.18 network gating runs, one test failed on creating its namespace during the test setup.
Given that all the tests prior and after this test passed successfully, including the steps of creating namespace, I suspect this failure is a result of cluster flakiness, due to limited resources on PSI (this run was executed on infd-vrf-418t2 PSI cluster).
