Virtualization User Tree view settings are not disabled for nonpriv user

      Description of problem:

      The checkboxes in Virtualization -> Overview -> Settings -> Preview features tab are not disabled for nonpriv user.
The "Enable Virtual Machines tree view" is working, and "Enable folders in Virtual Machines tree view" is not. They should be disabled for regular user, while in TP.
