"High Burst" supportability

      Goal

      The "High Burst" setting is very important for VM boot storms or mass delete performance, we recommend enabling this setting in the tuning guide: https://access.redhat.com/articles/6994974#virt-control-plane

      We would like to document this in official downstream docs however the setting had previously required a support exception due to "unsafe hco change" alert. This option should be more user friendly and "officially" supported.

      User Stories

      • As a VM admin, I want to be able to quickly create 100s of VMs without significant bottlenecks due to default Virt control plane QPS and Burst settings.

      Notes

      • Note that previous discussion favored not making "High Burst" the default because it can lead to more resource usage which could hurt compute-constrained environments. This could be re-evaluated if needed.
