OpenShift Virtualization fails to install on Hosted Controlplane clusters

      Description of problem:

      Hosted Control Planes do not have master nodes. The KubeVirt maintainers recently introduced new default logic that requires KubeVirt control plane components to only be scheduled to master nodes [1]. Now the default install of OpenShift Virtualization on HCP baremetal clusters fails.
      
      The outcome here is that the default HCO config for installing OpenShift Virtualization now fails for cnv 4.17 on HCP clusters.

      100%

      Steps to Reproduce:

      1. create an hcp agent cluster on baremetal 
      2. install openshift virtualization on that cluster
      
      

      Actual results:

      kubevirt control plane will not come online
      
      

      Expected results:

      kubevirt control plane comes online
      
      

      Additional info:

      while I haven't tested this scenario directly, this issue likely impacts the ability to upgrade OpenShift Virtualization to 4.17 on existing HCP baremetal clusters.
