      Description of problem:

      VM created with 1 CPU will show utilization for CPU requested of 0.10m and usage, for example, 0.35m.

      Version-Release number of selected component (if applicable):

      Openshift Virtualization 4.17

      How reproducible:

      Everytime

      Steps to Reproduce:

      1. Create a VM with 1 CPU it will show "0.10m" in VM utilization

      Actual results:

      Utilization for CPU requested shows of 0.10m and usage, shows 0.35m.

      Expected results:

      The CPU utilization should be just 1 and utilization should be 0.35.
