      Description of problem:

      When VirtualMachineInstanceTypes or VirtualMachinePreferences tab is open, InstanceTypes and Preferences navigation buttons disappear.

      1. Log in as test/test
2. Navigate to Preferences page
3. Open User preferences tab

      Actual results:

      InstanceTypes and Preferences navigation buttons disappear

      Navigation does not change
