Currently the retries are attempting every seconds for 10 seconds. It is too much of attempts in a very short time. Typically the cluster recovers from errors like this https://main-jenkins-csb-cnvqe.apps.ocp-c1.prod.psi.redhat.com/job/test-pytest-cnv-4.18-iuo-gating/49/testReport/tests.install_upgrade_operators.hco_enablement_golden_image_updates/test_featuregate_enable_common_boot_image_import/test_enable_and_delete_featuregate_enable_common_boot_image_import_hco_cr/ very fast - but not within 10 seconds with attempts being made every seconds.
